Any person who lives, works, goes to school in the state of Uttar Pradesh is eligible to get a free Uttar Pradesh Library Card.
You have to apply online/offline to get Uttar Pradesh Public Library card.
When you apply for the card online, you will receive a ten digit membership card number on your registered mobile number. After that you can get that membership card number by going to your nearest library within seven days.
