Library brackets from public libraries operated by the Department of EducationDetails of related schemes

The following schemes related to the operation, strengthening and development of public libraries run by State Government District Libraries, Central State Library, Prayagraj and voluntary organizations are executed by the Department of Secondary Education, Government of Uttar Pradesh.

1. Grants to Libraries and Reading Rooms

Under this scheme, in the current financial year 25-26, a provision of Rs. 8.00 lakh is available in income-expenditure. Under this scheme, recurring grant has been given to 34 public libraries run by voluntary organizations so far. This grant is sanctioned to the library every year only when the utilization certificate of the amount sanctioned in the previous year is made available by the library. In relation to the satisfactory operation of the libraries every year, the district inspector of schools and the librarian of the concerned district, after getting the inspection done by the government district library, the inspection report is received in the cell office.

2. Support to Acharya Narendra Dev Library, Lucknow

Under this scheme, in the current financial year 2025-26, a provision of Rs. 2.00 lakh is available in the income-expenditure, in relation to which a recurring grant of Rs. . This is a prestigious library of Lucknow district, in which books and magazines are available for general readers as well as for graduate and post graduate students. The utilization certificate of the sanctioned grant to the library is obtained in the Directorate of Education (Secondary) / Library Cell Office. This library is managed by Motilal Memorial Society / Bharat Seva Sansthan.

3. Grant-in-aid to the Raja Rammohun Roy Library Institute, Calcutta

There is an income-expenditure provision of Rs 200 lakh in the current financial year 2025-26 in this scheme. From the income-expenditure provision, a maximum amount of Rs. 500.00 lakhs in the ratio of 40:60, in relation to the funds provided by the state government as grant-in-aid to the Raja Rammohan Roy Library Foundation, Kolkata, for the development of state public libraries by the foundation. is spent on the schemes of State Library Committee has been formed under the chairmanship of Additional Chief Secretary/Principal Secretary, Secondary Education to decide on the expenditure of funds after considering the schemes of library development.For this, book support and other resources such as computers, storage materials, library furniture, etc. are provided under the matching grant scheme run by the establishment.

4. Central State Library

Under this scheme, in the financial year 2025-26, a provision of Rs 563.27 lakh is available in the income-expenditure. This amount is related to the establishment and operation of library personnel appointed in the Central State Library, Prayagraj and eight state libraries (Agra, Varanasi, Kanpur Nagar, Gorakhpur, Jhansi, Mathura, Bareilly and Meerut). Apart from this, an amount of Rs. 30.00 lakh is available for minor construction in related library buildings. The number of districts are as follows

5. Development of library policy and practice

Under this scheme, in the current financial year 2025-26, a provision of Rs 44.11 lakh is available in the income-expenditure. This amount is related to the establishment of personnel appointed in the library cell and the operation of the library cell.

6. Grant for development and strengthening of Amiruddaulah Public Library, Lucknow

Under this scheme, in the current financial year 2025-26, a provision of Rs 132.50 lakh is available in the income-expenditure. The funds available in this scheme are spent on the establishment of the employees appointed in Amiruddaula Public Library Lucknow and the operation of the library. For the operation of the library, a committee has been constituted under the chairmanship of Commissioner Lucknow Division, which gives directions from time to time for its operation.

7. Grants to Public Libraries

Under this scheme, in the current financial year 2025-26, a provision of Rs 13.00 lakh is available in income-expenditure. Every year through the Department of Information and Public Relations, a release is published by the Library Cell in the newspapers to approve grants to public libraries run by voluntary organizations from the provisioned funds, under which applications are received from the libraries on the prescribed format through the District School Inspector. Letters are invited. The decision on grant to be given on the basis of these applications is taken by the State Library Committee constituted under the chairmanship of Additional Chief Secretary / Principal Secretary, Secondary Education. About 100 to 200 applications are received under this scheme every year.

8. Grant to public libraries for the development of children's libraries

Under this scheme, in the current financial year 2025-26, a provision of Rs 2.50 lakh is available in income-expenditure. The public libraries of the state are helped in the form of children's literature with the funds provided. State Library Committee is constituted under the chairmanship of Additional Chief Secretary / Principal Secretary Secondary Education to decide on the assistance.

9. Development of existing government district libraries and establishment of new libraries

Under this scheme, in the financial year 2025-26, a provision of Rs 1285.03 lakh is available in the income-expenditure. This amount is related to the establishment and library operations of library workers appointed in government district libraries established in 67 districts. Apart from this, an amount of Rs.100.00 lakh is available for minor construction in related library buildings. The number of districts are as follows:-

10. Central State Library - Minor Construction Work

Under this scheme, a provision of Rs 30.00 lakh is available in the income-expenditure in the current financial year 2025-26. The funds provided are approved for minor construction in the buildings of 09 libraries coming under the 'Central State Library' scheme.

11. Present District Government Library- Minor Construction Work

Under this scheme, in the current financial year 2025-26, a provision of Rs 100.00 lakh is available in income-expenditure. The provisioned amount is sanctioned for the development of existing state district libraries and for the establishment of new libraries, for minor construction in the buildings of 67 libraries coming under the scheme.

12. Establishment of government district libraries and construction work of library buildings

State district libraries have been established in all 75 districts of the state. Of the 75 districts where state district libraries are established, Out of these, libraries have their own buildings in 68 districts, building construction work is to be done in 5 districts (Kushinagar, Kasganj, Hapur, Sambhal, Shamli). While building construction is underway in Sant Kabir Nagar district, construction work is stalled in the remaining Chandauli district due to a land dispute. Under this scheme, a provision of ₹378.12 lakh is available in the budget for the financial year 2025-26.

13. Purchase of e-books / establishment of e-library

A budget provision of Rs 808 lakh is available in the current financial year 2025-26 under the scheme named "Establishment of E-Library". Under this scheme, the Central State Library, Prayagraj and state district libraries operated under the control of the department are provided with necessary computers and associated equipment and manpower for the operation of e-library on the basis of outsourcing.

14. Establishment of a state-of-the-art digital library

Under the scheme named "Establishment of Atal Public State Digital Library", a budget provision of Rs. 8000.00 lakh is available in the current financial year 2025-26. Under this scheme, work is underway to establish a new modern digital library, apart from the government district libraries operating in all the districts of the state.
